Does the garden visit need a structured indoor pause, or would a further outdoor extension simply repeat the same kind of fatigue?
Seoul Forest is already an open-ended destination: the visitor can spend more time than planned moving between gardens, shade, facilities, and event zones. A nearby stop earns its place only if it solves a problem. The Waterworks Museum creates a bounded indoor chapter; the Hangang adds scenery but keeps the day outside and makes the turnaround point less obvious.
Choose the museum when you want contrast, historical context, and a defined visit that can be checked against opening hours. Choose the river when the weather is comfortable and the group genuinely wants more walking. Do not treat both as default completions. On a hot or wet day, shortening the garden route and leaving with energy is better planning than collecting one more pin.
Waterworks Museum

Add the river only when the garden route still leaves energy for another exposed walking segment; it works better as a scenic extension than as a must-see checkpoint.
